European industry warns: low carbon hydrogen production unviable under proposed low carbon fuels regulation
17 European organisations across the energy value chain, hard-to-abate sectors and clean tech solutions providers are raising the alarm over the draft Delegated Regulation on Low Carbon Fuels, due to become law as early as August 2025.
They are joined by MEP Andrea Wechsler (EPP), member of the ITRE Committee, in calling on the European Commission to revise the text.
As it stands, the draft secondary legislation would make low carbon hydrogen production in the EU nearly impossible by imposing restrictive and unworkable emission calculation rules, posing a critical threat to the decarbonisation of energy-intensive industries such as steel and fertilisers and ultimately the EU’s climate ambitions.
Eurogas and 16 co-signatories including Ammonia Europe, Fertilizers Europe, IFIEC and CCSA are urging the European Commission to revise the methodology for assessing whether a fuel qualifies as low-carbon and enabling producers to demonstrate better performance on emissions.
