Germany and The United Arab Emirates unveil hydrogen task force.
The Ministry of Energy and Infrastructure of the United Arab Emirates (MOEI) and the Federal Ministry for Economic Affairs and Energy of the Federal Republic of Germany (BMWi) hereinafter referred to individually as a ‘Side’ and collectively as ‘Sides’ underline their desire for continued fruitful collaboration in the field of energy within the framework of the Emirati-German Energy
Partnership (the Energy Partnership).
The Sides endeavour to strengthen mutual cooperation on the generation, processing, utilization and transportation of clean hydrogen as well as its derivatives, for the benefit of both countries and intend to establish an Emirati-German Hydrogen Task Force, under the umbrella of the Energy Partnership, in order to contribute to creating economic opportunities in both countries, while simultaneously facilitating the achievement of the goals of the Paris Agreement.
Therefore, the Sides have come to the following understanding:
Section 1
Purpose
The Emirati-German Hydrogen Task Force within the Energy Partnership will facilitate the creation of favorable framework conditions for collaboration between the Sides on clean hydrogen and its derivatives, seek to promote sustainable development and work together towards achieving the objectives of the Paris Agreement; taking into consideration the specific expertise and development requirements of the Parties.
Section 2
Forms of Cooperation
The Sides jointly decide to establish the Emirati-German Hydrogen Task Force within the framework of the existing Emirati-German Energy Partnership, wishing to expand the scope of their mutual collaboration and to take advantage of the capabilities of each Side without prejudice to the national legislation of either Side.
To achieve the aforementioned objectives, the Task Force will meet (virtually or in person) in quarterly intervals to
(a) identify physical projects that can be implemented jointly, potentially supported by the governments,
(b) identify key challenges to be tackled, e.g. transport of hydrogen, potential applications, financing,
(c) suggest further activities such as workshops, studies, and study tours.
Section 3
Implementation
The Sides will work together to implement the Emirati-German Hydrogen Task Force within the Emirati-German Energy Partnership by all means available. To this end, the Sides will establish Work Streams in the following areas:
(a) Business & Technology with the aim to support the launch of joint projects along the whole clean hydrogen value chain. Cooperation is desirable both on technologies in early development phases (R&D cooperation) and well-established technologies.
(b) Policies & Regulation with the aim for stakeholders from the UAE and Germany to build a common understanding of upcoming policies and regulations with international relevance. In addition, in this area, stakeholders will be able to identify regulatory gaps and make nonbinding recommendations for policymakers in the UAE, Germany, and the European Union.
For the purpose of the implementation of this Joint Declaration of Intent, the Sides will form a working group led by high-level officials from both Sides at any location as the Sides may designate, in order to ensure efficient implementation of the work required under this Declaration of Intent.
Section 4
Funding
Each Side intends to carry out the cooperative activities contemplated by this Joint Declaration of Intent subject to the availability of funds.
Section 5
General Considerations
(a) This Joint Declaration of Intent may be modified at any time in writing with the Sides’ mutual consent.
(b) The Sides intend to amicably resolve any question concerning the implementation of this Joint Declaration of Intent through mutual consultation.
(c) While this Joint Declaration of Intent constitutes an expression of the Sides’ good faith and intent to engage in the collaboration described herein, it is not designed to create binding legal commitments on either Side.
(d) This Joint Declaration of Intent will remain in effect until either Side informs the other in writing, if possible six months in advance, of its intention to terminate the cooperation under this Joint Declaration of Intent.
(e) Cooperation under this Joint Declaration of Intent is expected to commence upon signature by the Sides.
This Joint Declaration of Intent was signed in duplicate in the English language.
