Goyang City to Break Ground on 58 Billion Won Hydrogen Power Plant in H1
Goyang City in Gyeonggi Province will begin construction of a hydrogen fuel cell power plant in the first half of this year. Once commercial operations begin in December, the facility is expected to generate enough electricity to power approximately 16,700 households annually.
The city announced Sunday that it will build a 9.9MW hydrogen fuel cell power plant on a 4,166-square-meter site in Seolmun-dong, Ilsandong-gu. The total project cost of 58 billion won ($43 million) will be entirely funded by private investment.
The plant aims to start commercial operations in December. Annual power generation is projected at 79,000MWh, equivalent to the electricity consumption of about 16,700 average households. Hydrogen fuel cells can secure higher power generation capacity in smaller areas compared to solar power and can operate 24 hours a day.
Hydrogen for power generation will be produced by reforming natural gas. Seoul City Gas plans to install 2.5 kilometers of new city gas pipelines in the Gobong 5-tong area. This will also resolve the long-standing demand of Gobong 5-tong residents who have been unable to receive city gas supply.
The city is also pursuing Gyeonggi Province’s Mini Hydrogen City development project in parallel. Selected as a project site in October 2024, a total of 10 billion won will be invested over three years, with 5 billion won from provincial funds and 5 billion won from city funds.
Goyang Urban Management Corporation will carry out the project on behalf of the city. In collaboration with Seoul City Gas, the corporation plans to install hydrogen production facilities capable of producing 1,000 kilograms daily and establish a city gas supply network. Detailed design will be completed by 2026, with commercial operations starting in 2027.
According to the Goyang City Energy Master Plan established in December last year, the city has set a goal of securing 15.2MW of fuel cell power generation capacity by 2030. The plan aims to build a distributed energy supply system and transform the city into a leading energy-independent city in the Seoul metropolitan area.
