Libra Horizon takes a leading role in Sweden’s first large-scale Hydrogen Valley

Trollhättan becomes a key node in an EU-funded initiative shaping Sweden’s hydrogen ecosystem – from the West Coast to the High Coast.

Libra Horizon, a joint venture between EnBW Sverige and Scandinavian Horizon, is taking on a leading role in the High Coast to West Coast Hydrogen Valley – Sweden’s first large-scale Hydrogen Valley and a strategically important initiative within Europe’s hydrogen landscape.

As lead for hydrogen production in this six-year EU-funded project, Libra Horizon will coordinate collaboration across multiple production nodes, helping translate Sweden’s hydrogen ambitions into operational projects, scalable production and a more resilient energy system.

Sweden is well positioned to play a strong role in the hydrogen transition. Abundant renewable electricity, competitive industrial clusters and a high level of innovation provide a solid foundation. The Hydrogen Valley builds on these strengths by linking them into a coordinated, system-level approach that strengthens both energy resilience and industrial competitiveness.

Building an integrated hydrogen ecosystem
The project is coordinated by RISE and funded under Horizon Europe through the Clean Hydrogen Partnership. Spanning from the West Coast to the High Coast, it brings together over 40 partners from industry, research and the public sector.

By connecting hydrogen production, distribution, storage and end use across multiple sectors, the project focuses on scale-up, learning effects and technological maturity across the hydrogen value chain and creating the conditions needed for long-term deployment.

Libra Horizon leading hydrogen production
As the partner responsible for hydrogen production, Libra Horizon takes on a coordinating role across the Hydrogen Valley’s production nodes. Together with the project’s production partners, the company will work towards a shared target of producing at least 4,000 tonnes of green hydrogen by 2030.

For Libra Horizon, this collaboration represents a long-term journey to jointly enable lower-cost green hydrogen, accelerate deployment and strengthen Sweden’s position as a leading hydrogen nation. Through coordination, system integration and operational learning, the company aims to contribute to making green hydrogen increasingly competitive and scalable.

Libra Horizon’s planned hydrogen production facility in Trollhättan represents the company’s concrete contribution to the project and positions the city as a cornerstone hydrogen node within Sweden’s emerging hydrogen ecosystem.

The facility will include a 5 MW electrolyzer, with planned start of operations in 2028 and the potential to scale up to 20 MW. Trollhättan also offers favourable conditions for smart grid utilisation and recovery of surplus heat into the district heating network, demonstrating how hydrogen production can be integrated into the local energy system in a cost-efficient and circular way.
