VERSO ENERGY, winner of the Connecting Europe Facility (CEF) Energy program, for the CarlHYng Common Interest Project, which intends to deploy up to 300 MW of electrolysis in Carling (Moselle, France)
CarlHYng is one of 14 Projects of Common Interest (PCI) or Projects of Mutual Interest (PIM) selected by the European Commission during the latest round of funding for the CEF Energy program. This support aims to finance the final studies required for the implementation of Phase 1 of the project (70 MW), which will supply renewable hydrogen to the German steelmaker SHS (Dilingen) via the mosaHYc network.
Located in the municipality of Carling (Moselle, France), the CarlHYng project plans a gradual increase in installed electrolysis capacity, with the secured site able to accommodate up to 300 MW. The first phase of the project, with a capacity of 70 MW, is scheduled to be commissioned at the end of 2029. It will produce up to 10 kilotons of hydrogen per year, including 6 kilotons of renewable hydrogen (RFNBO) destined, under a long-term contract signed in July 2025, for the German steelmaker Stahl-Holding-Saar (SHS). These volumes will be transported to the Dillingen site via the cross-border mosaHYc pipeline network operated by NaTran and Creos, which crosses the CarlHYng project site.
In April 2024, the project received the Project of Common Interest label, recognizing its major role in Franco-German cross-border energy cooperation and, more broadly, in the integration and flexibility of the European energy market. To this end, financial support from CEF Energy, managed by the European Executive Agency for Climate, Infrastructure and Environment (CINEA), will cover the costs of the final technical studies required for the implementation of Phase 1 of the project, amounting to €4.2 million.
